perhaps 800 words or so total with everything would be good....i can make a good story in under 500 and have it make partial sense...i wouldn't hold them to a word limit but to a plot or a story line..have it MAKE sense and with the guidelines you establish..if they are off by a bit so be it..this isn't high school or college anymore...

I think wealth comes with levels, not with ECL's. Because otherwise all drow would start out with 2700. Not to mention what all lizrdfolk/half dragons start with (5400 GP) .

But then again This only goes for PC's so maybe you're right.
