You would think after 18 years of being around here I would know the answer to this, but...

Where are the forum rules posted? Not looking for trouble! I'm a fairly well-behaved poster

Specifically, I was trying to figure out what it means when a username has a line through it? Does that mean they have been banned?

Username with line though it = banned or deleted account.

You can scroll down to the bottom of the page for a link to the rules.

A crossed out name might mean a temp or permanent ban or it might be that the user has deactivated their own account. It just means an inactive account, for whatever reason.

Tried that but on the starting page the page keeps autoloading news items, kicking the bottom down below the fold.

The sidebar was my best bet for the link.

Yep, sidebar on the news page, bottom of the page for all other pages .
