Using the Balor as an example the Death Throes blast radius is roughly equal to the monsters height rounded up. In this case 112.5 ft. rounded up to 120 let's say. Works out at DC 24 CON save...maybe reducing by 1 each subsequent round.

I agree to an extent. To use the God of War analogy, having massive climb-able or explore-able monsters is cool, but you also need the numbers to go up so the other enemies are also threat.
Godzilla and Kratos might be in around the same ballpark in terms of power. The easy way to explain that...
You sort of need to do both. Otherwise you end up like the 200 feet dinosaurs from Wotcs Glory of the Giants dealing 30 damage on a hit or something like that.
You could make the argument such a monster SHOULD on average kill a PC every round.
But yes my level 20 Fighter (now with 7 epic boons) never leaves home without his Cloak of Displacement and would likely solo that Red Dragon in one round...albeit he has some crazy loot from Stonehell.

Interesting idea (though I have settled on multiattack damage being 25% of hit dice myself, with recharges 100% and Reactions 12.5%).
One thing I did notice was that your Dragon's breath weapon is notably weaker than its multiattack. I guess you could argue it's an area effect...
One thing about the cover bothers me...why is Strongheart so scrawny? Is that for another future Wizkids "reveal"?
Other than that, it's a pretty good cover. Artists original cover sketch seemed to have Ringlerun on it but I guess that's a bridge too far these days.

Possibly, but quick-fixing the Challenge Rating "system" is a LOT easier than assigning 'Level' to the thousands of existing monster stat-blocks.
If Level parallels Hit Dice and Challenge Rating derives from Hit Dice, then suggesting Monsters be measured by 'Level' wouldn't be necessary...
I agree the assignment of a Challenge Rating is a "hot mess", but the system itself is functional IF you just build the monsters using consistent (unified) rules.

Character Levels always seemed to be worth 2/3rds of a Challenge Rating to me. That seems borne out by the Monster Manual NPCs. However, I have been playing a lot of high-level 5E this past year and I think the two main problems are:
1. The Monsters don't hit hard enough for their Challenge...
Web Bomb is a recharge. But even assuming a damage of 70 that's lower than a Storm Giant and its standard multiattack is lower than a CR 9 Fire Giant.

The Citadel Spider...having to squint a bit (so I might be missing something), but its Challenge Rating 18 (I think) yet deals a MEASLY 22 + 22 with its standard multi-attack!? Surely it should be doing at least triple that!?
Edit: Had another look its actually 26 + 26 damage...so we are in big...
