Because Strength is rated at the bottom, and dex at the top. </p><p></p><p>So, when you have a situation where most PCs are only specialize in one or two ability scores, and there is a clear and obvious disparity in the usefulness of those scores.... what happens to the PCs? Would that disparity not naturally apply? A character with a 8 dex is missing out on far more than a character with an 8 strength after all.</p></blockquote><p></p>
