Turn it around and say the enemy had an AC of 35 or DR of 25/+3, and suddenly the fighter is the one who can't do damage. Problem is, he has a lot fewer options than the mage does in that situation. Sure, maybe he could grapple, or bull rush, or something, but he might not have that opportunity.

This point needs to be emphasized. Casters shouldn't regularly be encountering foes with an SR 15 higher than their caster level. Most creatures with SR 26 are between CR 15 and CR 17, a very very powerful foe for the average 11th-level PC party. Moreover, if you're acknowledging that the fighter took two separate twink PrCs, then you should have allowed the mage access to similar PrCs.

Mindflayers are relatively low CR creatures with SR 25. Nightshades are immune to many spells as well, as wizard discovered to his dismay when he unleashed his best spell, disintegrate, against one.
