Anyway, to answer the problem; Anything immune to mind affecting abilities (that's anything immune to sneak attacks, usually, as well as spellcasters with buffs) your DC becomes arbitrary.

In my games, we often get rid of the rule. It saves the hassle of the semantics these questions entail, and it's entirely realistic that your puny halfling with meager strength would simply be unable to harm a big tanky brute in physical way.

At first I was going to recommend Swift hunter, but that's in complete scoundrel. Anyway, have him play a Cleric, take the Zen Archery feat, and Law Devotion as well for some extra to hit. Standard archery feats from there should be fine.

Also remember the Splitting Enhancement, +3. Champions of Ruin, doubles how many attacks you get.

It depends on how liberal your DM is with interpreting the rules for the DFAs breath weapon and qualifying for other draconic breath feats.
