Yes I agree a lot of people say they kind of ignore background abilities because they're kind of minor and easily forgotten. Not sure I mark that down as a "problem" though. Have you seen anyone argue the Criminal background is somehow overpowered and broken, or forces DMs to change the fiction...

An awful lot of people like the mechanics. I know it's a major reason I love the game.
